    How to Get a Mining License in Congo

    A practical guide to navigating the DRC's mining licensing process — from CAMI registration to permit issuance.

    Step 1

    Identify the Mineral & License Type

    The DRC offers several license types: Permis de Recherches (exploration, 5 years renewable), Permis d'Exploitation (mining, 25-30 years), and Permis d'Exploitation de Petite Mine (small-scale). Choose based on your project scope and mineral target.

    Step 2

    Register with CAMI

    The Cadastre Minier (CAMI) manages all mining titles. Submit your application including company registration, technical study, financial capacity proof, and environmental impact plan. Applications are processed on a first-come, first-served basis.

    Step 3

    Complete Environmental & Social Studies

    An Environmental and Social Impact Assessment (ESIA) is mandatory. This must be approved by the Agence Congolaise de l'Environnement (ACE). Community consultation and benefit-sharing plans are required.

    Step 4

    Obtain Technical Approvals

    Submit a feasibility study, mine plan, and closure plan to the Direction des Mines. Technical review ensures compliance with the 2018 Mining Code and safety regulations.

    Step 5

    Negotiate Community Agreements

    The Mining Code requires a cahier des charges (community development agreement) specifying local employment, infrastructure, and revenue-sharing commitments. This is negotiated with local authorities and communities.

    Step 6

    Receive License & Begin Operations

    Once all approvals are secured, CAMI issues the mining title. Total processing time is typically 6-18 months. Annual reporting and royalty payments are required to maintain the license in good standing.
